Detective Pikachuis based on the Japan-only video game Great Detective Pikachu, which came out for the Nintendo 3DS in February 2016. The game stars a crime-solving Pikachu with a turn-of-the-century detective hat and a surprisingly deep voice, which you can hear in the trailer:
The trailer was a shock to Pokémon fans; until that moment, nobody had ever heard a Pikachu speak any words beyond its own name. It's pretty rare for any Pokémon to speak in actual sentences, a feat which has only been achieved by a handful of legendary Pokémon and Meowth from the anime TV show.
Another Pikachu recently spoke in full sentences in the animated Pokémon the Movie: I Choose You!, which freaked people out.
When Detective Pikachuwas first announced last year, fans began speculating who the voice actor of Detective Pikachu should be, with Danny DeVito coming out as the clear fan favorite.

Reynolds, who currently plays the role of Marvel's super hero/super villain Deadpool, has been known to go along with some hilarious marketing campaigns while in-character. We'll see if he does that same as Detective Pikachu.
